Don holds a Bachelor of Science degree from Cornell University and has earned professional designations with the Appraisal Institute (MAI) and the American Society of Farm Managers and Rural Appraisers (ARA). He has been President of the Upstate New York Chapter of the Appraisal Institute, District I Vice President of ASFMRA and President of its Northeast Chapter. Don has served on several Appraisal Institute and ASFMRA chapter and national committees including six years as Chair of ASFMRA's National Appraisal Review Committee, and he recently stepped down as Chair its Editorial Committee after 19 years. Don was also Chair of the Publications Commission of Valuation 2000, a valuation conference co-hosted by the three principal appraisal organizations, and he has served on The Appraisal Foundation Advisory Council. Don has taught several appraisal courses and seminars for Cornell University's Graduate Real Estates Studies program, the New York State (NYS) Assessors Association, the Upstate New York Chapter of the Appraisal Institute, the Upstate NY chapter of the International Right-of-Way Association, and a variety of other organizations. Don has had several articles and papers published, two of which ("An Environmental Trade Case Study: Agricultural Conservation Easement Pays Off Environmental Penalty" in 2011 and "Using the Income Approach for Specialized Agricultural Properties" in 1985) were selected for the annual Gold Quill Awards by the ASFMRA. Other papers addressed topics including agricultural and timberland assessment issues, current use valuation, timberland valuation, and development rights and conservation easements. He received the Appraisal Professional of the Year award by ASFMRA in 2012 and the G. Richard Kelley Memorial / President's Award from the Upstate New York Chapter of the Appraisal Institute in 2014. He is a New York State Certified General Appraiser (#46-0060), a NYS Real Estate Appraisal Instructor, and a Consultant Appraiser for the NYS Department of Transportation. Experience includes appraising a wide variety of property for public, institutional and private clients. Don has testified before Federal Courts, New York State's Supreme Court and Court of Claims, and various commissions. He has extensive experience in valuation of conservation easements, eminent domain, assessment review, corridors, utility line easements, dairy and livestock farms, permanent plantings, and most types of agricultural, commercial, industrial, institutional, multi-family residential and special purposes properties. In early 2016 Don merged his 85-year old appraisal firm, Pomeroy Appraisal Associates, Inc. with another Central New York firm owned by Susan Baldwin, MAI, to form CNY Pomeroy Appraisers, Inc. This new firm combines the experience of both parent companies to offer a greater variety of valuation services to existing and new clients. As Executive Vice President, Don continues to complete appraisals on all types of rural and urban properties while overseeing the appraiser development of staff, reviewing, and working with clients on solving the mysteries of the valuation needs.
