COVID-19 Disrupts Agricultural Economy
Economic activity declined in all Federal Reserve districts since April 15, according to the latest Federal Reserve Beige Book.
The latest Beige Book was released May 20. The report is published eight times a year. It's a summary of anecdotal information on current economic conditions in Federal Reserve districts.

Post-COVID-19 Pandemic: What's It Mean for Agriculture
Before the COVID-19 outbreak, massive pandemics seemed relegated to the Spanish flu pandemic of 1918. So, could a COVID equivalent happen today in crops? There have been some ominous signs in recent years. In 2005, Asian soybean rust (which originated in Japan in 1902) ravaged Brazilian soybeans, threatening U.S. production. Fortunately, it could not survive the hard freezes that occur in most of the United States. Citrus greening (which has placed the future of U.S. citrus crops at risk) is caused by a bacterium spread by the Asian citrus psyllid. This crop plague originated in China. “Those are a couple examples of diseases that have been spread on a global basis,” says Mike Miile of Joyn Bio.

Farmer Sentiment Up, But Most Still Financially Concerned Due To COVID-19
A survey of farmer sentiment improved slightly in May after dropping substantially the last two months. Most respondents are still concerned about profitability due to the novel coronavirus pandemic.
The national Ag Economy Barometer conducted by researchers at Purdue University shows more than a quarter of farmers say they will be looking to reduce farmland rental prices.
This comes as conversations between landowners and tenants are set to start this summer.

America’s Farmland Trust to Help Local Farmers with Latest Grant
A new micro-grant program has announced 41 contributions to New England farmers.
America’s Farmland Trust will award $180,000 through the New England Farmer Microgrant Program.
The program is designed to address three barriers to farming success in New England land access, production expansion, and farm succession planning.
According to a Farmland Trust report since 2001, 7,000 acres of New England Agricultural land has been lost or threatened.

CFAP Rollout
Applications for the Coronavirus Food Assistance Program (CFAP) started on May 26 and will run through August 28, 2020. The Farm Service Agency (FSA) is reaching out to potential applicants and organizations that represent farmers and rancher through a series of webinars. Last Friday FSA held a “stakeholder”
webinar. The next webinar is scheduled for June 9 for specialty crop producers followed by a webinar June 11 for dairy and non-specialty crop producers. The schedule is posted
here, although links to the two webinars are not included with the schedule.
USDA also posted a CFAP
Payment Report which lists the number of applications and payments by State by non-specialty crops, specialty crops, livestock and dairy. The report is updated every Monday by 2 pm eastern.
Senate Passes Paycheck Protection Program Changes
Last Wednesday the Senate passed by unanimous consent the House approved changes to the Paycheck Protection Program (PPP) and President Trump has signed the changes into law. The bill extends the eight-week period — when proceeds must be spent for loans to be forgiven — to 24 weeks or until the end of the year, whichever comes first. Businesses also now have up to 5 years, instead of 2 years to repay any money owed on a loan assuming they don’t qualify for full loan forgiveness. Loan recipients can use a greater percentage of proceeds on rent and other approved non-payroll expenses (up to 40% instead of 25%).
The Small Business Administration (SBA) released an
online report providing updated data regarding the PPP loan program. Page 7 of the report lists recipients by major industry. As of May 30, Agriculture, Forestry, Fishing and Hunting received $7.6 billion or 1.5% of the total disbursed.
Agriculture Climate Bill Introduced in the Senate
Senators Mike Braun (R-IN), Debbie Stabenow (D-MI), Lindsey Graham (R-SC) and Sheldon Whitehouse (D-RI) introduced the
Growing Climate Solutions Act last week. The measure is intended break down barriers for farmers and foresters interested in participating in carbon markets so they can be rewarded for climate-smart practices. The bill has the support of the American Farm Bureau Federation, National Corn Growers Association, Environmental Defense Fund, McDonald’s, Microsoft, and over 40 farm groups, environmental organizations, and Fortune 500 companies. Both Braun and Stabenow are members of the Senate Agriculture Committee. The bill most likely will not move this year but given its bipartisan support and backing from a spectrum of diverse organizations it is likely to find a way forward after the November election.
RMA Issues Additional Changes via Managers Bulletins
The Risk Management Agency (RMA) issued four Manager’s Bulletins MGR-20-14 through MGR-20-17 making various changes to policy and procedure responding to the Coronavirus.
MGR-20-14 announces changes for price discovery for existing Livestock Risk Protection (LRP) for Lambs policies. New LRP for Lambs sales were suspended by the FCIC Board on May 21.
MGR-20-15 allows for additional time to correct acreage reports. For the 2020 crop year, Acreage Reporting Dates (ARDs) that occur on or after May 15, 2020, RMA is extending the correction time period for an acreage report, or other forms due by the ARD, for an additional 30 days. Likewise, for the 2021 crop year ARDs before August 1, 2020, RMA is extending the correction time period for an acreage report, or other forms due by the ARD, for an additional 30 days. However, RMA is not extending the date by which an insured must provide an initial acreage report.
MGR-20-16 allows approved insurance companies (AIPs) to provide additional time for policyholders to make payment of premium and administrative fees.
MGR-20-17 makes a change to the Dairy Revenue Protection (DRP) sales period. Effective June 5, 2020, the definition of sales period will change by restricting the time period allowed to purchase DRP quarterly endorsements over a weekend. The weekend sales period will begin when the coverage prices and rates are published on Friday afternoon and ends at 9:00 AM Central Time on Sunday.
