USDA To Allow Farmers To Harvest Prevent Plant Cover Crops Sept. 1


As the growing season marches on and farmers are expected to file prevent plant claims on a record number of acres, USDA is easing cover crop harvest rules to ensure livestock producers have adequate feed supplies. In 2019, farmers who planted cover crops on prevent plant acres will be permitted to hay, graze or chop those fields on Sept. 1 instead of Nov. 1.

“We recognize farmers were greatly impacted by some of the unprecedented flooding and excessive rain this spring and we made this one-year adjustment to help farmers with the tough decisions they are facing this year,” said USDA undersecretary Bill Northey. “This change will make good stewardship of the land easier to accomplish while also providing an opportunity to ensure quality forage is available for livestock this fall.”

As of June 16, USDA estimates 92% of the U.S. corn crop has been planted. That compares to a five-year average for mid-June of 100% planted. Today’s planting pace matches the pre-report trade estimate.

“USDA reports 92% of U.S. #corn crop is planted as of June 16, but the state-by-state data suggests that the numbers include some prevent plant, making it difficult to quantify what's actually planted and what's not,” tweeted Arlan Suderman, chief commodities economist for INTL FCStone. “More likely unplanted in some states than USDA suggests.”

3 Big Questions for the 2019 Corn Crop


The 2019 corn crop is one for the history books. It marks the slowest U.S. corn planting and emergence pace on record. As of June 16, 92% of the U.S. corn crop was planted. The five-year average for this slot on the calendar is 100% complete.

Due to the unprecedented planting delays through June and likely prevent plant claims, USDA just updated its corn acreage and yield estimates for 2019. As of June 11, USDA shaved off 3 million corn acres, making the 2019 estimate 89.8 million. In addition, USDA lowered the national average corn yield to 166 bu./acre—a 10 bu. per acre drop from its original estimate. To round out the changes, USDA also dropped harvested acres from 85.4 million to 82.4 million.

On average, ag bankers expect farm loan defaults to climb by 10.9%, according to the May 2019 Rural Mainstreet Index. This is more than double the estimated rate of growth just two years ago.

In reaction to higher default rates, nearly 62% of bankers have increased collateral requirements. Additionally, one in four bankers report rejecting a higher percentage of farm loans due to declining farm income.

Connexus Energy of Minnesota and the National Renewable Energy Lab are working together in an experimental program that may boost the output of solar power plants. Borrowing an idea that is popular in the UK, Connexus is planting prairie grasses and flowers under and around the solar panels at one of its solar and storage facilities.

NCGA Asks EPA to Follow Trump’s Lead on Ethanol


The National Corn Growers Association on June 21 began airing an advertisement calling on the Environmental Protection Agency (EPA) to follow President Donald Trump’s commitment to farmers and stop giving Renewable Fuel Standard (RFS) waivers to big oil companies.

According to the NCGA, these waivers negatively impact farmers by undercutting the RFS and reducing corn demand.

The ad features Kevin Ross, first vice-president of the NCGA and an Iowa farmer. Ross recently appeared at an ethanol plant with President Trump in recognition of the administration's support of year-round E15. During the event, Ross thanked the president for delivering on this promise but cautioned, “The EPA’s oil refinery waivers threaten to undo your good works.”

US Farmers May Need More Aid if Trade Deals Stall During Elections


Farmers may need a third round of government aid next year if political in-fighting during the 2020 U.S. election cycle prevents the Trump administration from landing trade deals and reopening top export markets, the head of the largest U.S. farm lobby said on Tuesday.

If the U.S. Congress cannot ratify the United States-Mexico-Canada Agreement (USMCA), then it and the Trump administration could find it difficult to finalize any trade deals with other large markets, including the European Union and Japan, American Farm Bureau Federation President Zippy Duvall said.
